I can see you are one of those people who lack critical thinking and hence can't solve a problem. Recently in 2019 to 2021, there was a rise in the use of methyl or fentanyl called "ICE" in Southeast, Nigeria but it was abruptly put to a stop by the traditional institutions and youth foundations. They didn't focus on the merchants rather they carried out wide and forceful orientation including public shaming to stop its consumption. This is a pragmatic solution.
