olodo, Germany practice parliamentary system of government where the head of state is different from the head of government, in parliamentary system which is widely used around the world, where unlike the Nigeria, the head of state and the head of government are separate people. The president, as head of state, is largely a formal figurehead role who appoints the Chancellor, amongst other things that are necessary to make the system work. The Chancellor, as head of government, is far more important in actually governing the country.

let me educate you small, In Germany, the head of government is pretty much determined by the results of the last general election, but the appointment still has to be formally made by someone. This is especially important in Germany as they never have a clear winner after an election thanks to the proportional representation voting system, so the parties then need to negotiate amongst themselves to see who can work together to form a coalition government and who should lead it. This frequently takes weeks. Only then can the Bundestag elect that person and propose him or her to the president for appointment as Chancellor.
