This might sound very harsh, but delivery of such kind of creature should be discouraged.

I mean, "mercy death" should be encouraged in certain conditions especially in a country where childcare is the sole responsibility of the parents.

Those are not cojoined twins per say. One of them is not fully developed and appears to lack a developed head and brain. It will need to be cut off to save the life of the fully developed child.

No no no no. That's the point of the conjoined. They want to separate them completely, including that harmful flesh of twin B from twin A. So twin A would be like any other human being, hale and hearty. Twin B separated from twin A on other hand, not really especially as from the picture, the twin B is not well formed.

Essentially, twin A and twin B are conjoined. Twin A is well formed, twin B is not well formed, and twin B is then conjoined with twin A. The parents want to separate them, and twin A may live a normal life henceforth.
