But would the Syrian government have agreed to allow foreign military bases on its oil rich region ?

The Iranians acted with the consent of the Syrian government, the Americans acted without the consent.

Iran had more than 50 bases in Syria.
None were in the oil rich East.

The US entered the war in 2014.
From 2011 to 2013, Iran had an opportunity to swarm the East with military installations.

Iran: 570
Turkey: 125
Russia: 105

I don't want to argue, and I trust you know this stuff better than me. But as a layman, I'm not sure I trust the source of this info. Also there are different kinds of military sites.
Those could be makeshift bases like FOBs.
How did Iran manage to evacuate more than 50 military bases in such a short notice ?
I think the terminology might be confusing. I knew Iran had military presence in Syria but I didn't see evidence of actual proper military bases such as the 2 Russian bases and the American ones.
Apart from Russia's two proper bases in Syria, Russia also had other military presence in Syria which I don't identify as proper bases.

What do you think ?

The expression "military base" is being used too loosely in my opinion. To my understanding, Russia had only two proper bases in Syria. The rest are just not proper bases in my opinion.

I don't think it is fair to call "military base" every military installation. It is confusing to do so.

I like how they framed it "the number of foreign military bases and locations", knowing fully well that most of what they are counting aren't actual military bases but willing to keep the confusion. Show me one proper Iranian military base in Syria, then I will know Iran did have at least one in Syria. Military base and military presence are two different things.

In 2011 to 2013, Assad was only concerned about survival.

Iran could and should have secured the oil with or without Assad's approval.
By the time the Russians entered the conflict in 2015, the US already controlled the oil.

The biggest contributor to Assad's fall is the economy.
200,000 troops refused to fight because they was nothing to fight for.
Assad's national budget was a measly $3B. Everyone had to take a cut from that. Factor in corruption and there wasn't much left to go around.
And that's before talking about a rebuild.

Assad always had the ace card because his army comprised 70%+ of the fighting force, except at the peak of fighting when it dropped to about 60 percentage points.
And he wielded it. In fact, in 2021, Assad dismissed the ranking commander of the IRGC in Syria, General Javad Ghaffari.
He only allowed him to return earlier this month after the terrorists launched their offensive.

So, it's not like Assad and Iran were perfect partners.
They disagreed on accassion. And Assad was willing to curtail Iranian influence for some respite from the Gulf monarchs.
If Iran had controlled the oil, Assad would be the one drilling and selling the oil.
And if Assad insisted on deploying more SAA to Iran-run coalition bases in the East, it'll happen.
Iran would essentially be holding it in trust until the SAA could slot in.
It's not like Iran needed the oil. They've sent over $10B worth of oil to Assad to keep the lights on.

Iran was a very understanding partner in Syria.
As they are in Iraq.

Of course, we are making these assertions with the benefit of hindsight.

Well, you have a strict definition of what counts as a military base.

But however you describe or classify it, Iran should have established multiple military outposts, installations, or bases in the oil-rich East.

Iran has a great relationship with the Pershmaga (Iraqi Kurds). So there's a decent chance they could have found a way to make it work with Syrian Kurds.

The US looked at the map and knew the right long-term move to make.
The Iranians had been in Syria in some capacity since 2000 and still made that strategic mistake.
