it seems you don't even understand what you are saying . Did anybody stop giving visas to Nigerians? Capital NO . People are still getting American visas everyday. As for the visa lottery programme, it was to allow you and your family work and stay in America, with immediate green card that will hasten your citizenship but the programme has been stopped for Nigerians, indians, Ghanaians and some other nationalities. You don't need lottery for visit, the visa for visits is called B1\B2 visa and has not been stopped.
