It is part of the government deliberate plan to halt it through fx exchange rate. I have a sense that it's government deliberate plan to keep the exchange rate high. If not deliberate, why would the government set dollar rate at 1500 for the budget if truly they wanted it low.

It is so very expensive to japa and immigration laws are tightening in many desired Countries.

When I relocated to the UK for my postgraduate studies from a third country, the tuition fees I paid was an equivalent of N5.2m then (after the deduction of the partial scholarship of £4,000).

Same program will cost about N41m for tuition fees....very expensive, so japa to UK via student route is N60m and above.
