Baidu doesn't want people outside of China to use it. It serves its homepage in Chinese irrespective of where you are searching from. You also cannot sign up for a Baidu account without a Chinese phone number.

If Baidu wanted to become an "international company" as you are trying to suggest, it would definitely serve its homepage in the language of the visitor (the way Google does) and will not require Chinese phone numbers to sign up. It may even create "international versions" as companies like TikTok have done.
