Tax Reform Bills: Kano, Zamfara To Get Increased VAT Allocation; Senate Leader by Islie(op): 11:27am On Dec 26, 2024
Senate Leader, Opeyemi Bamidele, has said that the tax reform bills of President Bola Tinubu will favour states like Kano and Zamfara, as there will be an increase in their Value-Added Tax (VAT) allocation.

Bamidele stated this in his Christmas message to Nigerians, adding that those opposing the tax reforms currently before the National Assembly were spreading false narratives, contrary to the provisions of the bills.

The provisions recommend 6.17 per cent to Kano compared to the current 0.89 per cent the state is receiving, and Zamfara will get 1.21 per cent of the total VAT allocation instead of the 0.05 per cent it currently receives,” he said.

The senator representing Ekiti Central Senatorial District also debunked the claim made by Governor Babagana Zulum of Borno State that, except Lagos, other states of the federation would not benefit from the tax reform bills.

Zulum, in a recent interview with the BBC Hausa Service, lamented that the bills could have devastating consequences for the northern region of Nigeria, especially by preventing states from paying their workers’ salaries.

Bamidele, however, countered Governor Zulum, explaining that Lagos, which currently receives 80.26 per cent of the total VAT, will have its share reduced to 15.28 per cent, and Rivers State, which currently receives 7.74 per cent, will drop to 4.6 per cent if the bills are passed.

“As credible data have shown, for instance, the new model recommends 6.17 per cent to Kano compared to 0.89 per cent currently due to it. It recommends 1.21 per cent for Zamfara compared to 0.05 per cent,” he said.

“Currently, Lagos gets 80.26 per cent, but the new model only recommends 15.28 per cent, representing an 81 per cent decrease.

“Under the new model, Rivers’ share will decline from 7.74 per cent to 4.6 per cent, accounting for a 41 per cent decrease. With these figures, the narrative around the new derivation model is utterly incorrect and unfounded.”

Bamidele, in his Christmas message, explained that the National Assembly has taken note of all the concerns raised regarding the bills.

“We have taken due note of public concerns about these initiatives. We are also looking deeply into the areas of public concern,” he said.

“Our duty, as democrats, is not just to listen to our constituents but also to give effect to policy initiatives that will positively impact their lives.”

He also pointed out that, contrary to the opinions of some critics, the tax reform bills have recommended that those earning N83,000 monthly or N1,000,000 per annum should be exempted from paying VAT on consumption and essential services.

According to him, the bills promote justice and fairness in the distribution of VAT to all the 36 states across Nigeria.

“For the record, the tax reform bills, when finally enacted, utterly exempt all employees earning N1,000,000 annually or N83,000 monthly; exempt start-ups, shared services, and technologically-driven services from taxation; and recommend zero VAT on essential services and consumption,” he explained.

“Even though it reviews the derivation formula to 60 per cent, this proposal is guided purely by the principles of equity, fairness, and justice. The new model will eventually guarantee a significant increase in VAT distributable to every state of the federation.”

grin

As someone looking forward to start up a business during next year this bill exempting start-ups from tax burden is a welcome development, I'm also aware that I will have to pay more in VAT within the next few years, however a tax break until my business is able to make profit is more important for me, this should be the most important thing any small business owner should be looking for in the Tax bill.

How do you implement this? If the person wants to load MTN recharge card, how does the system stops VAT deduction?

It seems you missed Mr Tinubu's media chat where he said tax reform has come to stay. There may be a few insignificant changes here and there, but the bills will be passed into law.

Mr Tinubu is a strong-willed President. If he says something within his powers will happen, you better believe it.

This is a reformist President with a vision. No Governor, Emir, Oba, or vested interests can stand in his way.

You people will have to wait until 2027. And, from what I can see, he doesn't appear to care about your 2027 threats.

Why should Lagos have its share reduced to favour Zamfara state?

When states like Zamfara have the mineral resources looted by bandits and leaders, how is it that Lagos state and other states who bring more to the center should have the disadvantage?

Is it not time to seriously pursue resource control? Would it not make states and their leaders sit up? Would that not make the FG take security more seriously to enable some disadvantaged states enjoy the benefits of their natural resources? Would that not allow the north to develop and the citizens live better lives?

Exactly. I dont believe what Bamidele is saying here. Not at all.

Lagos should not be decreased. If for anything it should even be increased because it is the most populated. Makes more money. Has many people using its infrastructures etc hence the pressure on its infrastructures

The same with other top 3 States in the VAT collection table

Lagos

Rivers

And OYO

The Biggest Earners should have more while the lowest Earners should remain low until they remove the bottlenecks that affect their low VAT collection

I wondered why all these lazy northern states are crying cos of this Tax bill. Even Lagos and Rivers states that should be complaining is not saying anything.
Anyways, the era of them thinking they own Nigeria is over.

For an Ekiti man to be telling Kano and Zamfara people that if they help pass the controversial tax reforms bill they will get more revenue is suspicious. He has to first tell us what Ekiti that he represents stands to benefit.

How does your tax Reforms relate to the bull in the China shop - the skewed and lopsided political structure of Nigeria created by Arewa through its northern military dictators?
A country formed by three different regions in 1960 was turned to become a country where one region (north) got 20 new federating units while two southern regions got a meagre 17 new federating units. Tinubu who campaigned for more than 12 years for political restructuring became president of Nigeria.
Does Tinubu no longer understand that the rigged and lopsided political structure is at the root of the dysfunction, and secessionist moves, in Nigeria?

You're funny.

Mr Tinubu is not Mr Jonathan.

Emirs came out, Governors, and other vested interested protested and insisted he withdrew the bills.

Mr Tinubu threw their request in the bin, and asked them to go and explain themselves to the National Assembly. They have since gone back home to complain in their living rooms, but not publicly again.

They thought they were important. But Mr Tinubu showed them who is in charge.

Nigeria can vote in another President in 2027. That's not Mr Tinubu's problem.

Even if he's doing only one term, that's OK. In the 4 years, he will carry out as much reforms as he can. The next President can reverse or deal with the rest. No problem.

We will pass the Tax Bills even if no single human supports it. You cannot be using VAT from the Beer my friends drink in Lagos to send your Almajaris to Mecca and marry multiple wives for them. It is haram. As a Muslim myself, I know Allah will not accept such tour as an act of worship.

Lol. The political overrepresentation of the northern region in the NASS and FEC shall override everything, even after Tinubu had left office.
A former deputy governor of one of the SW states said President Tinubu will be a victim of the skewed and lopsided political structure if he fails to address the issue of skewed and lopsided political structure before 2027.
