Freebie sharing need to either stop, or the organizers should announce something along the line that "20% would be shared on Monday, 15% on Tuesday, 15% on Wednesday, 20% on Thursday, 30% on Friday", to distribute the crowd that may show up. A person wanting to rush there on Monday may get a second thought and defer it till the next date, and so on and so forth, potentially limiting the crowd.

Why not put up a simple Google form online and enable people to fill and submit their details, after then these details will be reviewed and then a voucher with QR codes will be sent to those qualified and then they can pick up their gifts from any partner stores or malls around the country or locality, based on address submitted..
NIN can be used as a criteria to ensure transparency and accountability..
