That cable car is as available as the Gold Reef helicopter rides, which is once in a blue moon.

I can see the Lower Cableway Station from my house, and by 7am, the line of cars backs up all the way to Kloofnek Rd.
That's why we Capetonians hike up the mountain, and take the cable car down.

I was there last week... Couldn't take the cable car because of time, we could see the very long lines from our accomodation at 16 Bree... We did Camps Bay, Clifton, Sea Point, V&A, De Waterkant like typical tourists... Did some yatch cruising as well..

Actually, I enjoyed the cold waters coming from the hot Lowveld, I mean the weather was about here 42°C when we left our town....

Burglary proof windows are EVERYWHERE in the “developing world” even robust economies like China has them around even on some highrise buildings.

Honestly, it comes with the neighborhood. Some places have had burglar-proof doors and windows since forever, others simply don't have them... basically, the richer the neighborhood, the less likely to have them. On this particular neighborhood, I think the doors being so close to the road has given them some break in problems, or at least attempts.
