The NIS officers did their best but more could have been done..
Obviously they wanted to avoid a diplomatic incident hence the soft handling of the individual, however being indecisive on the matter exposed their lack of training.
There are some situations you don't need to inform your supervisor/superior. You tackle the matter immediately and professionally then give your report..
From the video, it's clear the individual is distraught, pacing erratically and causing a disturbance and nuisance to other people around.. this could have a multiplier effect of safety/health concerns..
Once a passenger is proving uncooperative like the one in the video, he/she is apprehended and detained..
Why allowing him pace back and forth?
Amd not only that , you communicated to the person body wise that you're unwilling to confront/challenge him thus he continues to do his Merry go round dance ..
In any airport around the world, once you start acting this way and you're given a clear direct order to follow them and you keep up this act..
They will arrest u.. probably taser you for good measure .
