There is difference between budget and implementation. That something is in the budget prepared from the budget office does not mean it will be implemented.

If Senator Kalu is not a senator, the bitter people would have changed the narrative that " he is looking for an appointment". To them , anybody supporting or speaking well of Nigeria is hungry or looking for an appointment.
