The bill should encompass resource derivation distribution.

If states know that they would get 60% of whatever resources are harnessed from the states, the governors will be more interested because the more resources they are able to access, the higher thier revenues. A state like Ondo would supply the whole Nigeria with bitumen and export too. All the gold and other solid minerals that the north keeps allowing to be mined by illegal people would stop because the masses and government would now have a higher stake.

How can you remove vat on unprocessed agricultural produce and gas. How would states with comparative advantage in those areas be interested in investing in it? Or is it all tomatoes that would be turned into paste or all yam into flour?

Also, With a proper derivation formula, there would also be no need to increase VAT to 15%, double what is currently paid. The way the economy is at this time, such an increase would not be okay.
VAT is on consumption not on production. A state producing agricultural produce can always get its VAT revenue from the processed goods sold in e.g. stores. Ondo wouldn't get any vat on bitumen, etc. going by that logic, percentage of the income tax on the bitumen extraction, yes, royalties on the bitumen extraction, yes, but no VAT per se.

VAT is on final goods consumed, not on goods produced. So, the issue would be on "how well does your state consume VATable goods?"

It is remitted by the retailer, and not the manufacturer. Unless this bill stipulates otherwise.

What is the Challenge with the Tax Bill .. Because na Oga Wale Tinubu go first feel am , but I trust most Nigeria Executives, they won't collect huge salaries anymore, they will rather collect small salaries and big equity ..and put all their expense on the company.

thank you as you see it.. For me i speak for average nigeria walking and working hard and they constitute 90% of this bracket.

Tinubu cannot use tax to build economy when production is struggling, when disposable income of the poor class is little to take home, when minimum wage right now is being contested by Labour union and Labour is sayin the 70k passed last year is stoo small.

This is a government that had stated that those who earn 70k per month or 800k per year will be exempted from income tax. Mind you that thos same heartless governement have proposed increase in consumption tax to finish off whats remaining on the table of average nigerians.

so if u earn for example 850k in a year you will be tax at 15%., and dont forget that the remaining disposable income will be feasted by consumption tax and other tax in financial institution.

how the government share tax revenue is debatable but what i am interested in is how this tax affect the average nigerian which constitute 90% of our working population.

Personally I don't blame the state government or anyone that opposed the bill for obvious reasons. To me it's seems the FG and it's agencies still underate the power of social media engagement and it's reach capabilities.

You don't do things like this that may generate controversies in secrecy. You need to make a big deal of publication about it. You need to apply your own sentiments to reach out to social media big guys and the small ones as well. Engage them on the positive lookout of the tax reforms , let them do their own analysis and swallow your own portion of the corrections where necessary.

Most of what Mr ayodele is saying now still sounds as if the government is a wicked one cos majority of the people still don't understand the contents of the tax bill. Give it to people that can help you domesticate it without bias on how it favours all the levels of government.

My question for those opposing this bill is that what is the basis for their rejection? What exactly?

To me the tax reform is a good one and not anti poor masses as they want us to believe. We can't be doing things the same way over and over again and expect different result.

If the states comes up with superior arguments like saying the reforms negates the principle of devolution of more powers we can debate that but coming to give flimsy excuses is a no no

Lol. I was but trying to change the misconception that you may have on VAT in order for you to properly position your suggestion.

Then I told you that on VAT (besides your resource derivation suggestion), it is remitted/paid based on who sells to final consumer not manufacturer in the first place. So, even if agricultural produce were VATable, still no inherent benefits to the agricultural producing states that you mentioned. And at that, you shouldn't include the misconception in your suggestion.

And on your viewpoint, including resource derivation. Cool! But wouldn't that be more controversial? The North doesn't want South-South's oil tax revenue to stop flowing to them, but Zamfara state's gold for example belongs to them alone. That'd be like "war on North". Perhaps the FG is taking baby steps starting with vat, or perhaps not. Nonetheless, your suggestion is sound!

I am yet to see, or maybe understand, exactly what point you are trying to pass across because you have not pointed out any contradiction in my initial comment.

If agricultural produce was not somehow a vital aspect of the VAT reform, then why is the bill specific on exemption of some agricultural related products?

From what I’ve observed about the reform, I think it has some tone of regionalism & it has a liberty to pave way for more bills to move Nigeria back to regionalism... This is the main reason the northern side are more scared... Dogara said it in one interview that the reform will open the eyes of lazy governors..

SS stakeholders already support the bill cuz it will pay then at the long run, as they can easily push up more bills that can let them have more dominance over their oil derivation..
