After months of back and forth, the Nigerian Governors Forum (NGF) has endorsed the tax reforms bill and provided key recommendations for the VAT sharing formula.

The Nigeria Governors’ Forum (NGF) has finally thrown its weight behind the proposed tax reform bills currently at the national assembly.

In a statement on Thursday, the group proposed an “equitable” sharing formula for value-added tax (VAT).

The development was an outcome of a meeting between the NGF and the presidential tax reform committee, convened on January 16, 2025, to deliberate on critical national issues, including the reform of Nigeria’s fiscal policies and tax system.

According to the statement, the governors recommended that there should be no terminal clause for TETFUND, National Agency for Science and Engineering Infrastructure (NASENI), and National Information Technology Development Agency (NITDA) in the sharing of development levies in the bills.

They also supported the continuation of the legislative process at the national assembly that will culminate in the eventual passage of the tax reform bills.

“The Forum reiterated its strong support for the comprehensive reform of Nigeria’s archaic tax laws. Members acknowledged the importance of modernizing the tax system to enhance fiscal stability and align with global best practices,” the statement reads.

“The Forum endorsed a revised Value Added Tax (VAT) sharing formula to ensure equitable distribution of resources: 50% based on equality, 30% based on derivation, and 20% based on population.

“Members agreed that there should be no increase in the VAT rate or reduction in Corporate Income Tax (CIT) at this time, to maintain economic stability.”


The group advocated for the continued exemption of essential goods and agricultural produce from VAT to safeguard the welfare of citizens and promote agricultural productivity.

What a load of shit they call sharing formulae. Why must Lagos, Rivers or Abia share VAT with useless sharia states that prioritizes religious supremacy above conducive business environment? They even have a portion that's based on population. What are those population doing with their time n resources?

The VAT sharing formula they proposed is totally unacceptable. To start with, population should not be a basis for sharing revenue in 2025. For equity sake, let’s have 50% for equality of states and 50% for derivation.

Calls should form part of derivation. Let every one take the vat on calls and data made in their domain. Population should never be the basis for sharing anything. Even the 50% on equality is rubbish. Everything should be based on derivation

Do you have any idea of the heat computer chips generate or the extent of mortality in IT HQs? Next time asl the network provide to install the exchange system in your sharia states and collect the VATs accordingly. VAT is never a reward for consumers but host of the producers.

The headquarters is just the building and it does not host anything but the cooperate office. The power generator supplying the masks and transceivers is not in the headquarters and neither is the exchange.

Good. Revert the proposed VAT sharing formula to near status quo for now till we're ready for revenue reforms that will include oil/gas revenue sharing reforms.

That's all we've been saying. Trying to build wealth for Lagos at the expense of oil/gas producing states will not work.

So some lousy and lazy guys up North want 50% Vat distributed on equality of states. That's the most useless proposal I have seen. So a state will do everything to attract investors and make it's land peaceful only for another lousy state that prioritises religious hatred and strife to be collecting half of what gains freely.

No matter what, Tinubu is a badass politician. Whatever he says he'll do, no matter how much you oppose it, he'll still do it. It will only take time. He removed subsidy and devalued naira, not even a placard was raised in protest.

There are two faults I have found in his government:

One is the removal of subsidy and floating the naira at the same time. I'm not against subsidy removal neither against currency devaluation. But I strongly believe they shouldn't have done it at the same time. While subsidy removal is long overdue, a lot of preparation ought to have been done before floating the naira.

Secondly, this government is magnificently corrupt. There's little to no transparency and accountability. If this area could be taken care of, I'll rate this government fairly
