It is better to direct your energy to making Northern state governments to generate revenue like Lagos and Rivers and not depend on federal allocations. In the best run countries in the world, fifty percent of GDP is taken as taxes for education, free health and infrastructure for all. Then the people that travel abroad apart from for prostitution are not poor people. Poor people are trapped where they are. They won't be able to raise the money to travel.
