It's meant to make graduates/youths to get relief before getting real jobs, it's an opportunity to acquire work skills and unskilled. Stipend is paid during this period.
But, the issue, like you rightly pointed out makes the beneficiaries lazy, they thought of it as free money and waiting for the program to fix them into jobs!

I never supported Jonathan's administration, the question I should be asking you is how did OBJ grow the foreign reserve from less than 28 billion dollars to 43 billion dollars and opened ECA( excess crude oil account) and saved over 40 billion dollars, then cleared Nigeria's foreign debts of over 35 billion dollars with price of crude oil never reaching 100$ per barrel throughout his 8 years, In fact when he entered in 1999 price of crude oil was less than 30$ per barrel and he paid subsidy all through his tenure...

No one is calling GEJ a saint, in fact the reason why some of us supported Buhari in 2015 was for him to do better than GEJ but it was lies told by Tinubu and all his supporters about Buhari...

Comparing how OBJ met Nigeria in 1999 after Abacha and other military leaders had destroyed the country, Now that Tinubu is there what is his excuse selling crude oil at around 100$ per barrel and still not paying subsidy and still taking loans and grew external debts by from about 80 trillion to about 130 trillion in just 2 years...

What is his excuse?
