If you are talking about academic learning, Scrabble is the right game....

However for strategic education, chess is the best.

I think Scrabble is a boring game, but it's the best of the two. It will provide both academic and strategic learning paths for the child while chess is only for strategy with probably nothing to gain in terms of academics "directly".

Both are wonderful games for children. While scrabble showcases a child's vocabulary acumen and ability to master word(s) formation from rearranging alphabets, chess tend to make one a critical thinker. With chess, a child becomes a good decision maker. If life to you is all about good decision making then chess is a better option.

Chess will help the child more.

However, if the purpose is academic wise, the Scrabble is it.
But if the purpose is mental wise, Chess is it.

Scrabble will be good for vocabulary development of the child (that is of the child takes cognizant of every word and know the meanings).

Chess will develop the mental and intuitive capacity of the child. A good chess player has the ability to critically and analytically read people's mind. A good mind reader makes good value judgement
Many good chess players are also known to be proactive. An ability to think and act ahead of time is one they often acquire from playing chess.
