America uses diversity law to attract at least a thousand population of every country of the world and incorporates their languages in some of their institutions in order to study their cultures. Those countries' citizens enjoy liberality and freedom and feels at home in America, and start investing and improving America's economy by their imports and export activities to and from their home countries. So, whenever American politicians hike tariffs it touches the country in questions or all other ones, and their allies will obey and implement the rules, or otherwise suffer too.
Now, you know.

Therefore, to become a global powerful country, you need to start attracting other countries' citizens to your country, maybe through school scholarships, tourism, etc. and make it easier for them to settle and do business. So, when you shout, "tariffs" their government will shake because it would touch them, then, they will come to the negotiation table with you, and you will use that means to be controlling them to do your bidding.
