Beware of people who move with the direction of the wind. Neither they nor assessment of others can be trusted. An enemy who is consistent has more integrity!

If someone gives a prospective employee a glowing character reference causing you to employ him. Only to turn round and say no that person you hired has no integrity, how would you feel? If that person comes tomorrow to give another prospective employee a reference would you listen to them?

Personally, I don’t vouch for Nigerians. If you ask me for a mechanic or a tailor, plumber etc, I will tell tell you I don’t I know any. If you are close to me and I have someone I will let you know I have someone but he is unreliable, Don’t come to me if he messes up. In the rare case I recommend or vouch for someone, it is because I know them as I know myself and have a long history.
