Remove Makurdi and Nasarawa out of the comments. I have lived in Makurdi, and also lived in Nasarawa state. There is no such thing as religious intolerance in these two places. Makurdi is 95% Christians. As for Nasarawa the christian and muslims are so interwoven that if there should be a religious fight, a muslim will have to start killings from his own family. So religious intolerance is pratically impossible there. As for the other locations you mentioned, I have not lived there so I cannot argue in support or against your views there.

These verses are most applicable to the political and military situations of their time.

They do not promote indiscriminate violence but rather set guidelines for engaging in warfare against hostile entities that violated treaties (9:5) and against aggressive non-Muslim nations (9:29).
