Maybe. Maybe not. Russia does things that don't make sense all the time. Towards the end of 2021, US and British intelligence agencies started reporting that Putin was about to attack Ukraine. The intelligence agencies of Germany, France and others, said nothing like that was going to happen. Their reason? It would be foolish for Putin to attack Ukraine since he did not have the troops to hold it.

But the rest is history. Putin did attack Ukraine, thinking he'd take Kiev in days. And he's been bogged down there since. Prisons in the country are empty - because he's sent most prisoners there. Old men in crutches are being sent to the war front. He's sourcing arms from Iran and N Korea. And troops from N Korea. And using weapons from the '60s.

So Russia does things that don't make sense all the time. Arresting a teacher to try to get leverage is something a mafia boss would do.
