The Psalmist is talking as God's servant who is under watch before the angels of God each time not just everyone.

This is what the scripture teaches:

Jehovah has designed some angels with eyes all over their bodies to be watching throughout the earth {Ezekiel 10:12} it's these creatures that's reporting to Him Satan confirmed that this angels are the reasons why he (Satan) couldn't do anything to hurt Job {Job 1:10} Satan is asserting that these angels are standing around Job like body guards so he (Satan) feels intimidated with their presence but if God should command them to move away so that he can hurt Job the man will stop serving God.

So the Psalmist is talking about servants of God who are under the watch of His angels 24/7 not just everyone!

The scripture is just saying metaphorically that NOTHING is hidden from God's sight because He is Omnipresent.

However, this Infinite God hae TWO realms of existence created within Himself.
1. The Physical Realm
2. The Spirit Realm
