Land based systems are not just stationary or fixed they include mobile platforms too The Oreshnik is designed to be fired from mobile platforms like nearly all Russian missile systems even the R-28 Sarmat the most powerful missile in Russia's inventory. I can't believe I'm saying this a key feature of missiles is that they can be transported and fired making it's location difficult to pinpoint in a kinetic engagement.
