Governor Otti also announced that the Federal Government has approved the construction of a modular refinery within AIIP.

“I am pleased to inform you that just a few days ago, we received approval for a modular refinery to be built inside AIIP by H.I.S. Refinery and Petrochemical Company Limited.
The FG is not the one constructing the modular refinery!
The Federal government only approves the construction or better still gave permission based on the to a private company H.I.S Refinery and petrochemical company limited to construct a modular refinery in abia state!

Petroleum Industry Act (PIA) empowers the FG to permit private companies to build refineries, with the Minister issuing the license for refinery establishment on the recommendation of the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA).

The fella you quoted is right to be cynical about any claimed 'genuine' intentions by a Tinubu or Buhari gov't towrds Ndigbo! A tiny modular refinery of 10,000 barrels per day is what these bigots will be banging on about now and not allow us to hear word! It comes as no surprise that under this APC dispensation the south-east is only good for a 10,000 PD modular refinery, meanwhile other regions manage to get a 100,000 PD refinery! Only naive Igbos' will not realise you lot are taking us for fools and laughing behind our backs!

Did Buhari use his own money or money from the sale of groundnut or gworo to build the 2nd Niger bridge that is still not finished till today, and whose design and function was substantially downgraded by his unfortunate gov't? A bridge that GEJ had already paid up a substantial amount for its construction b/4 they got rid of him in 2015, and which we were told a number of Abacha loot refunds would be used to fund? If you count all the billions of dollars the Nigerian state has stolen from Alaigbo/south-east in the name of them 'owning' hydrocarbons, then you'd come to the inescapable conclusion that Ndigbo/south-east are due a lot more than a bridge!
