With Russia, we see Russian made fighter jets and bombers successfully carrying out combat operations against Ukraine, dem no dey depend on Chinese aircraft.

When Iran attacked Israel, they did not depend on Russian aircraft to transport their missiles, they fired missiles directly from Iranian soil to Israel.

That Turkey is a NATO member does not grant it automatic access to the F35. If the F35 was developed by a coalition of NATO countries, your claim can be substantiated, but F35 was developed by Lockheed Martin, an American company. That NATO adopts it as a weapon of choice does not mean all NATO countries are allowed to have it.

Obama administration did not place arms embargo on Nigeria, the arms embargo had been existing since the Odi massacre of Bayelsa state during the Obasanjo administration. What Obama did was sanctions due to our rejection of LGBTQ. I don't know the details of the sanctions but I think the only issue we had with USA at that time was LGBTQ matter which has no relevance with arms embargo.
