Yes, he is probably stealing, so...lol.

But the truth is, many of these lawmakers are incentivised to steal by their own people.

One lawmaker at the House of Reps once commented that he has people calling him at all hours asking for money. Money for school fees, food, etc etc. Whenever he tells them that he does not just have the money at hand, they will tell him that 'But you are a house of reps member, you must be rich'.

With that kind of mentality, why won't the guys up there steal? Appearances must be kept up.
