The Benue State House of Assembly has summoned Monimichelle Sports Facility Construction Limited, the contractor handling the upgrade and renovation of the Aper Aku Stadium, to appear before it on Wednesday, 2 April 2025, News360 Nigeria reports.

The contractor is expected to explain why the state government should not terminate the contract and refer it to the Economic and Financial Crimes Commission, EFCC, for the recovery of funds.

This decision followed a motion by Minority Leader Michael Audu who accused the contractor of abandoning the project despite receiving N1.3 billion out of the N1.7 billion contract sum.

Audu lamented that aside from minor upgrades to the dressing rooms and toilets, as well as repainting the main bowl, key project components such as the track, scoreboards, playing turf, and floodlights remain uninstalled.

He also revealed that the contractor has requested additional payments running into hundreds of millions of naira, including N300 million for clearing synthetic grass from the port before returning to the site.

The Assembly directed the Ministry of Finance to halt further payments and summoned the Finance Commissioner and the Commissioner for Sports, Youth, and Creativity to appear alongside the contractor.

Lawmakers, including Chief Whip Peter Ipusu, Deputy Whip Cephas Dyako, and Majority Leader Saater Tiseer, expressed disappointment, accusing the contractor of holding the state to ransom despite receiving substantial funds.

The contractor on his own can't boldly received money from a whole state government without delivering the project.

If he comes around to explain the reason for the delay, it will shock you that, the said money government approved didn't reach his hand. same corrupt officials syphoned that money

We know that and you have captured part of the problem but we should still encourage the state assembly to go ahead with this due process.

Most of these contractors know exactly what they are doing and the reality is that they also make good money from the deal. The honorable thing is to back out if the project completion is not feasible but most of them already committed lots of funds to manipulate the contract award process in their favour so the loss is huge if they back out.

Silence is the most formidable collaborator, let the assembly proceed so some things are officially placed on record.

Have you ever seen the terms of government contracts?

If you run into unexpected issues, the channels to officially communicate and document that is very clear. If that has been done then the contractor has nothing to worry about.

What do you mean? Do you have the specs of the design? Even if you do, a random online check shows that $1m builds a stadium. Smaller capacity stadium are even built for far less even in countries where labour is not cheap depending on the size, design, and features.

Also, there is a possibility that this contract was awarded before the huge Naira crash. It takes a while to officially categorize a government project as abandoned,

If you say so. However with cement and building materials prices today, in my opinion I don’t think 1.7bn will build any “standard” stadium. Even small scale. I’m guessing cost overrun is why the contractor abandoned the project. Just my opinion.

I commented because you sounded authoritative when it's clear that we don't have the full details.

Even if it's just random estimate, to comment authoritatively on this you will need to present some real data e.g. your estimate of how many bags of cement needed, how many construction steel materials, how many loads of gravel/sand, water supply, logistics etc etc etc. Finally, you will need to provide a fair figure of what is realistic contract cost for a stadium and be specific with the size and design.

Also, let's keep in mind that the cost is not the issue here. It is obvious that a cost had been agreed upon by the contractor and the government, so that is the not the issue.
