It was Iran who showcased their long range missile capacity by striking Israeli territory directly from Iranian soil, they didn't need any military aircraft to carry their missile.

There are smart bills that can be crafted around this thing that won't restrict their ability to move goods around freely while ensuring that farmers and people of other communities are protected from the nuisance that comes from open grazing.

State policing would go a long way in helping governors enforce these bills sha, but I believe there's ways around it even within current framework.
