Let's say the EU places a 10% tariff on US made cars. Export of US cars to the EU is $10bn. The WTO will give you the go-ahead to place tariffs on $10bn worth of EU imports into the US. You choose the products. It does not necessarily need to be cars.

This prevents a trade war.
