You cannot just build anywhere you like in a Nigerian city or you will get your house pulled down. What the cities lack is funding for the finishing touches like covered drains, sidewalks, full street lightning etc. One look at ABUJA tells you that Nigerians KNOW what a city should look like. Common sense therefore should tell you that that given ENOUGH TIME AND FUNDING, every city in Nigeria would eventually look like Abuja. BUT IF YOU HAVE AN INFERIORITY COMPLEX.
