And secondly the passage also made emphasis on obeying Authorities.. Jesus himself obey the authorities in his day, by paying his taxes.

The passage says obey those in Authorities. It never said anything about not holding those in authorities accountable, you don't need to be a religious person to hold leaders accountable.
The people of Israel held Moses accountable when they were faced with the red sea.

Different people from different religion have been holding their governments accountable since time in memorial. Christians inclusive..
