In Nigeria today, you will need to spend millions of naira before you can adopt a baby. Adoption in Nigeria,is no longer for the middle class but for the rich. The govt can create a legal route which I believe is already in place but its just too cumbersome..for every adoption the local and state govt and even the court should be aware and it must be properly vetted.
