Not only Tinubu but Jonathan also did the same thing. He was appointing mostly people from SS and SE including career jobs. I still remember Nigerian Aviation recruitment exercise vividly. I talked about Federal Character Commission at the time but Jonathan supporters argued that as long as people who were being appointed and recruited were qualified, no need to follow FCC.
