The said worker was on suspension, so this is not a case of government incompetence, but an internal case between the worker and his employer.

His suspension was why he was not being paid.

Asking the governor to resign because a civil servant worker is being punished for negligent behavior is ridiculous. The guy can read, he knew the civil service rules before he joined and he at one point probably refused to obey them, hence his issue.

He was not paid because he was among workers on suspension.

When you work somewhere there are rules and regulations governing your conduct. The guy knew all that before joining, yet he broke the rules and this ended up being suspended without pay.

Note that in the civil service they don't discipline workers fast fast like that. Even one query is not enough self. The guy probably allegedly accumulated too many queries before he got suspension without pay.
