When you work somewhere there are rules and regulations governing your conduct. The guy knew all that before joining, yet he broke the rules and this ended up being suspended without pay.

Note that in the civil service they don't discipline workers fast fast like that. Even one query is not enough self. The guy probably allegedly accumulated too many queries before he got suspension without pay.

Jungle justice is for the jungles not for human society. We must all submit to our legal system and must never take law unto ourselves. The culprit should have been handed over to the Police and subjected to the Justice system, found guilty and sentence to death and then executed
The problem with jungle justice is that a lot of the time innocent people falls victim.
