Sorry to jump in but 3g network started in 2003 in the uk. I don't know about smart phones but mobile phones could access the Internet from 2003.

I know this, I came to the Uk 2000 so I went through when we never have even camera phones and using Nokia 3210 the 3 network brought it to the UK.I think the 3G service came to Nigeria early 2008 via Glo, I remember this as I came to Nigeria and just qualifies in what I do now.
