More than 90% of American fuel stations don't have attendants, everybody pumps their own gas and for the other jobs such as agriculture, the solution is very simple, USE THE PRISON POPULATION! The government already pays some of them for tasks so this would just be an upgrade, they can even offer sentence reduction for the stable ones.
