Now, athe successful scholarship recipients list now usually contains students with countries that were not in the advert, for example you will see someone given NORWAY, or AUSTRALIA. But those countries were never available.

You must have a proposal that has been accepted by a supervisor in said university
Also if you want to do PhD, you must have good academic bonafides.

And you must have at least 2.1
