I see why companies will not like it but is it realistic to put people in their peak years together seeing each other for like 10hrs daily and think nothing will be happening

It discourages a good number of people, especially if the company is very strict on how they punish transgressors. That is the best they can realistically hope for. The once in a while smash and grabs that take place after a Christmas party or when on a business trip together would be within the margin for error.
