Banning Alcohol sale is the least of Zulum or any northern states, governments substance abuse issues; for decades, especially as Islam only expressly forbade alcohol, the north has been very heavy on hard drugs, like tramadol, revnol etc, even before southerners knew about those things.

Whatever problem he is trying to solve by banning alcohol, will only be made worse, by driving up dependence on harder and even more destructive substances.

The solution is in handling, critical issues like youth education, youth employment, poverty and mental health.
