The Borno State Governor Babagana Zulum has banned the distribution of food and non-food items to internally displaced persons, IDPs, in resettled communities.
He made this known in a letter sent to the United Nations Office for the Coordination of Humanitarian Affairs, UNOCHA, which was obtained by our reporter and believed to be from the governor, as his signature was appended to the two-paged correspondence.

The letter reads : ‘The Borno State Government wishes to acknowledge and thank you all for your support to the internally displaced persons as a result of insurgency.
‘As you are aware, the Borno State Government is deeply committed to supporting our people to build resilience and support themselves out of poverty.
‘To this end, the government has committed to closing all official IDP camps in Maiduguri by December, 2021. Pat of this initiative is to empower people to begin to build back their lives,’ parts of the letter said.
The government’s letter was understood to mean a shift from providing humanitarian support to empowerment, which will eventually see the resettled communities stand on their own.
The government has earlier communicated its plans to close all temporary camps in Maiduguri by the end of the year.
So far many have been closed and IDPs resettled.
‘In furtherance to this, the Borno State Government, after consultation with our communities, have decided that no partner organization, either local, national or international shall henceforth be allowed to embark on distribution of food and non-food items in any of our newly resettled communities across the state. Food distribution will only be allowed in IDP cams and IDPs in host communities for now.
‘In order to ensure coordination and reduce duplication, all new areas partners wish to start distribution of food and non-food items should first be discussed and cleared by the Borno State Government,’ another part of the letter said.

Does borno state government have enough resources to cater for all the affected communities singlehandedly?

Why stopping NGOs from providing assistance, the role of NGOs and other international organizations in war torn places is crucial because they can deliver emergency supplies to more people than government.

In Nigeria government officials are known for diverting money, foods and other items into personal use

You obviously did not read or probably didn't understand the text.
He's only stopping them outside idp camps. This is so that people who have "graduated" from the idp camps and are about to commence a new life, can kickstart their lives and take responsibilities for themselves. This will bring about independence quickly.

It's like the saying "Don't give me fish instead, teach me how to how to fish".

Some of you have lost your brains to politics.
Borno State is so heavily-dependent on humanitarian resources and labour that if INGOs pull out today, the whole state would collapse. Even with the presence of medical INGOs offering free healthcare for instance, health indices in the state are still terribly low and many children die of malnutrition and other very preventable causes. Now imagine they all leave with their Nigerian and international staff, is it the less than 20 active hospitals in the state that will take care of them? Even if they have the capacity (which they can't have in the next 10 years), how will the people afford it?

The problem with the resettlements is that there's no sustainable livelihood, no economic activities, little government presence, no ease of movement and of course little assurance of security. Of course, they'll fail to take and the people will want to return to the IDP camps, mostly in Maiduguri city.

However, this is a governor who is more concerned about optics and his appearance in the media rather than tackling the real issues with the huge funding he's getting. He enjoys so much goodwill from his people and it's just sad that his achievements haven't matched that.

Governor Zulum, well done. If they are allowed to c9ntinue most will remain there and the camps will keep growing. Our army and FG say they have defeated Boko Haram ..

Let the NGO build proper houses and social amenities in the affected North East.

Mr Governor also write to Mr President to provide security to the North East
