from time memorial, most female hostels are... The girls or ladies feel big, since they get admission, they have the freedom they don't have at home, they Bleep lecturers they like, students they like, course mates they like. Is being like that in most of our institution, university, polytechnic, colleges etc The university will just have to manage them till they graduate, some live couples life outside the campus or hostels, so this is not new
