when there's no accountability, why won't they embezzle funds meant for projects, I think there should be an organization that will inspect and audit every projects that are being carried out by each constituency every year.

But I have to say something you already know (because I can see some brilliant reasoning in your question) These reps knows that there's nothing they will do for the masses that will be appreciated, so they just do what they like and share among their friends and keep the rest.
