You are very correct, the only way to achieve significant development in Nigeria is when people are held accountable for their actions and lack of it.

This whole incidence was a terribly managed situation right from the outset.

It is really a terrible situation. These western institutions solidarity simply showed they don't care what become of the integrity, balancing and harmony expected of a government institution like JAMB as far as educational development is concerned. Too bad! So sad for a nation.
