Most Northern leaders are shielding them cos of the revenue they generate for them. The world is a wicked place . Dont be surprise that the reason why rubbers dont rob certain regions in Nigeria is because, there have been underground settlement. Many politicians rose to power because they were underground leaders of armed rubbers.

Simple answer to your question, They are in plain sight and are everywhere, the reasons that makes them invisible is those that are saddled with the responsibility for smoking them out refuses to do so because doing their job will make the multibillion banditry and kidnapping business disapear and so will the funding committed by government. This is the reason defence budgets has been topping consistently for a while now.

Because as severally alleged, some security agents, politicians and locals are involved, reaping millions and billions from the destructions going on in the communities. It has been alleged that even soldiers have been asked not to shoot at them.
