Did you watch Netanyahu's full speech?
They are first trying to clear the areas that can accommodate majority of gazans.
Clearing all threats and securing the area,then move civilians to the secured areas where they can control the food and aids coming in.
Then isolate Hamas on the other side of gaza to finish them off.
The problem here is that hamas doesn't want it to happen because they thrive in chaos.
There was a bigger protest in gaza against Hamas yesterday which shows hamas is rapidly becoming weaker amongst gazans .
Before now civilians would have been scared to call out hamas because of persecution by hamas.
