An international force backed by the UN is responsible for security to forestall new attacks on Israel and stop possible Israeli incursions
A plan for recognition of Palestine as a state (contiguous or non-contiguous) and for democratic elections. PA isn't very popular in Gaza. You need a government with credibility

there will be enough internal pressure on Netanyahu to agree to the terms
Hamas might contest the PA taking over in the interim but will back down if there is a clear plan for elections in the near future
