Empowerment comes in various form. Money, finance, materials, Conference, Training e.t.c. Besides, how many people applied for this particular empowerment program and how many people won the 9 million naira as at then. Another question is how many people do you want governmentto pay 9 million naira each?

The money ur president uses to gallivant around the world per month is enough to establish 1000 SMEs every month but u pple will never understand because you're using tribal lense to analyze performance.
