There is no reason to say the AI was tweaked to favour USA cos Elon Musk as we know is not a fan of presenting America as the saviour and good doer.

My take: The fact that Grok says "in the context" in the last attached image is proof of how the statement should be understood rather than a textbook reading of the words.
