An American doesn’t believe that when they grow old their children must inherit their responsibilities but it’s otherwise here.

what defence ? I speak reality and not theory solution to our problem. Nigerias growth will be gradual, may be annoyingly slow and steady. If you want fast , maybe a smart benevolent dictator. The issues are multidimensional. If i indulge you with waste management, you will agree that challenges with WM varies across states and more prominent in highly populated states, Lagos is a good case study. How many Lagosians even pay approved waste managers to dispose waste? How many have designated waste thrash can? How many do not throw refuse out of their car or public vehicles? The people who contribute to the problem in no small ways ironically join the cheap complain bandwagon. I see someone write here of some good old days, it is mostly nostalgic imagination or tales you were informed. Lagos was ranked dirtiest capital city in the world in 1973, go figure.

Since you narrowed it down to a specific issue, I appreciate that. Let us focus on waste management.

Waste management to the best of my knowledge is the responsibility of the local government. For some reason state government are performing that duties. I recall correctly when I was in uni the governor of the state then was meticulous with the weekly pickup up of waste from designated areas. The WM people will even ring bell and people will bring out their waste. If you wouldn't be around on that particle moment, you arrange with your neighbours to help you dispose it when the WM staff arrived. Then the streets were clean people took it seriously.

After his tenure his successor was not as strict as he was with it. Not long, the streets were taken over by refuse dump. My question is simply, if the first governor was able to do it why couldn't the one that took over from him? By all indications, the previous governor has shown that it could be done. So it is not an issue of something that is beyond our means. It is about using funds for what it is meant for. I am certain, that if you look at the budget of every state in Nigeria you sure will find funds allocation to WM.

About the people throwing their trash on the streets. For one if they don't have anyone to pick it up or a designated place to drop it, they sure as hell will drop it anywhere. I once read this article about littering. That people are more likely to litter in a place where they find trash on the ground than in a place where there is no prior trash laying around.

I once visited a uni in Nigeria right from the university gate there were waste bins and also at strategic places and of all the streets I walked passed through, there was not even a single rash on the ground. I noticed that some students walked up a bin from a distance just to drop their trash into it and walked back that same distance in the opposite direction to meet up with their friends. How many trash cans (it is true that it is most likely to be stolen for scrap or get damaged, but those huge containers used for refuse collection how many can you find in your neighborhood) can you find on your street?

Secondly, in Japan (indulge me I am not doing comparison here I just want to point out observed behaviours) for instance if people couldn't find trash can on their path they take their trash home. The reasons are most likely that:

1. If the streets are clean and littering is frown upon people are most likely to take the trash home
2. They are most likely to take the trash home because they are certain that waste management will come get it on a fix date without failure.

My question again is that, is it that our state government do not have enough funds to effectively run a waste management system (mind you most landlords in some state and even business owners do pay environmental levy)? Secondly, you said the people are still littering my question to that is if you are in Nigeria go and check how many waste bin around and how often they are being empty?

This is not rocket science we don't have to be as advanced as Japan, or UK or US to have effective waste management system. Don't even let me get into the lack of orientation on the importance of proper waste management systems which is lacking. That also is a failure of the system.

Whether the system is improving on not is not the issue. The issue here is that WM is a low hanging fruit and shouldn't even be up for discussion.
